Hosting a birthday party is complicated. Everybody has different needs, meals they like or don’t like, some of the guests even may have allergies that can influence the whole meal plan that you had in mind.
However, planning a child’s birthday party is considerably trickier because of how few foods parents allow their children to eat and the prevalence of allergies. And what makes it more complicated – most of the time kids will choose their favorite meal even if it means one of their guests cannot come to the party due to severe allergies.

I guess most of us, especially if we were 7 Y.O., would choose our favorite cake for our birthday over our baby cousin’s presence at the party

It generally seems to be a bit unfair to me to have a 3YO at a 7YOs party. He's too small to understand that not every party is for him, and being loud as small kids tend to be, he would most likely make the whole thing about himself. It's better to have the 7YO celebrate her birthday and have her cake just in general, and the peanutbutter in the cake just solidifies that.

This child had two parties, one for friends, and one for family. At the family party there would probably be siblings, parents, grandparents, aunts, uncles, cousins... except the one child who was excluded, and his parents.

It's the 7yo girl's birthday and a 7yo knows what they want so NTA. She is not being selfish, she is being a little girl. Her birthday = her rules.
